New Role: BMD Curriculum Development Consultant
Contract role: with extension possible to DEC 2026
Location: Primarily On-Site in:
Occasional Remote (teleworking) from a NATO country, and travel on duty (TDY) to other NATO sites.
Security Clearance: Must have security clearance to SC / DV or NATO levels.
INTRODUCTION
To strengthen the Alliance through connecting its forces, the NATO Communication and Information Agency (NCIA) delivers secure, coherent, cost-effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities for NATO. The Ballistic Missile Defence Programme Office (BMD PO), as part of the NCIA, ensures the harmonised planning, implementation, deployment, evolution and support of the BMD capability. The contractor will be providing support services as part of an Agency-led project team that executes the Allied Command for Transformation (ACT) Programme of Work (Po W) 2025 for Ballistic Missile Defence.
SCOPE OF WORK AND DELIVERABLES
The contractor will provide support services comprising the following tasks and activities:
- Reviewing current NATO BMD related standards, directives, policies and standard operating procedures; providing analysis results to the BMD curriculum development.
- Collaborating with BMD operational users to collect information for BMD Curriculum and suggest content to the NCIA project team.
- Conducting Training Needs Analysis (TNA) and developing course materials for the systems in the BMD Programme in cooperation with the relevant stakeholders.
- Supporting NCIA with expert opinions at BMD Curriculum related venues.
- Aligning and adapting BMD courses with the BMD CONEMP.
- Providing BMD subject matter knowledge to the NCIA project team.
All deliverables are to be peer-reviewed within their delivery cycle. Input and guidance will be provided by NCIA in written form or/and during targeted review meetings. The expected classification level of the deliverables is NATO Restricted.
REQUIRED QUALIFICATIONS
MANDATORY Requirements:
- Extensive knowledge, involvement and service in NATO BMD mission and strong network in the NATO BMD community.
- Demonstrable experience with developing BMD curriculum for NATO.
- Experience with developing training curricula and/or training programs, including course materials for technical training in the BMD domain.
- Experience with the development of technical documentation, training materials and instructional aids, specifically for the BMD domain.
- Extensive experience working with NCIA, NCI Academy, ACT, SHAPE and other NCS HQs in relation to NATO BMD Programme.
- Extensive knowledge of and practical user experience with NATO BMD BMC3 I systems.
- Extensive experience with capturing BMD system requirements and business/operational workflows.
- Candidate must have the nationality of one of the NATO nations.
- Excellent command of spoken and written English.
- Must hold a valid NATO Secret Security Clearance.
- Experience with producing Capability Packages for (Theatre) Missile Defence Capabilities.
- Prior experience of working in an international environment comprising both military and civilian elements.
- Knowledge of NATO responsibilities and organization, including ACO and ACT.
